Idaho is one of the strongest states for dedicated intervention funding: the state appropriated $72,812,000 in FY24 for K-3 reading instruction and intervention, distributed to every district and charter on a per-K-3-student basis plus a performance component tied to Idaho Reading Indicator growth. Districts must run extended literacy intervention programs — at least 60 hours of additional instruction for students scoring below basic and 30 hours for basic — using evidence-based interventions covering phonemic awareness, decoding, fluency, vocabulary, and comprehension, which is exactly the spend category a Tier 2/3 curriculum purchase fits.
