Idaho is one of the strongest states for dedicated intervention funding: the state appropriated $72,812,000 in FY24 for K-3 reading instruction and intervention, distributed to every district and charter on a per-K-3-student basis plus a performance component tied to Idaho Reading Indicator growth. Districts must run extended literacy intervention programs, at least 60 hours of additional instruction for students scoring below basic and 30 hours for basic, using evidence-based interventions covering phonemic awareness, decoding, fluency, vocabulary, and comprehension, which is exactly the spend category a Tier 2/3 curriculum purchase fits.
