The state-level programs below are the streams Indiana districts most often use for evidence-based reading intervention purchases, alongside the federal streams available everywhere.
IDOE science of reading grant funding
The 2023 state budget authorized IDOE science of reading funding (up to $20 million per year) that schools have used for curriculum alignment, professional development, K-3 literacy coaches, and intervention supports; districts should watch IDOE grant announcements for current-cycle opportunities.
Curricular Materials Reimbursement Fund
Since 2023-24 Indiana schools cannot charge families for curricular materials; the state reimburses schools per student for reported costs, and reading intervention curriculum adopted as part of the instructional program can be reported into this stream.
Literacy Achievement Grants
The state distributed $10 million (December 2024) to school corporations and charters as stipends for staff delivering early literacy instruction — it funds people rather than materials, but offsets implementation costs when adopting a new intervention.
Approved-list note: IDOE maintains advisory High-Quality Curricular Materials lists evaluated for science of reading alignment; adoption remains local, but state law prohibits three-cueing-based materials.
