Nevada’s Read by Grade 3 (RBG3) program requires K-3 reading screening, intensive intervention for students with reading deficiencies, and a literacy specialist at every public elementary school (NRS 388.157-388.159). AB 400 (2023) restored dedicated Read by Grade 3 funding and reinstated third-grade retention beginning with the 2028-29 school year, which is driving district demand for effective Tier 2/3 intervention now. In 2025, SB 460 added a requirement that all public K-3 teachers complete science-of-reading training, and NDE released a revised statewide PreK-12 literacy plan.

Pupil-Centered Funding Plan (PCFP) weighted/base funding

Nevada’s main funding formula (NRS ch. 387) provides base and weighted per-pupil funding (e.g., at-risk, EL) that districts may direct toward reading intervention staffing and materials consistent with their improvement plans and the Nevada State Literacy Plan.
