In August 2024, New Jersey enacted literacy legislation (P.L.2024, c.52) requiring twice-yearly universal literacy screening in grades K-3 starting in 2025-26 and standing up free professional development through the NJDOE’s Office of Learning Equity and Academic Recovery. The NJDOE released the New Jersey Literacy Framework in May 2025 to guide screener selection and evidence-based instruction, and since 2025 has awarded over $16 million in competitive literacy grants to districts. Screening data must identify students needing reading support, which creates a direct need for evidence-based Tier 2/3 intervention in K-3 and beyond.

The state-level programs below are the streams New Jersey districts most often use for evidence-based reading intervention purchases, alongside the federal streams available everywhere.

BRIDGE Grants (Building Responsive Instruction through Data-Guided Evaluation)

Competitive NJDOE grants that fund districts to act on universal screening data by implementing evidence-based literacy instruction and interventions in K-3 classrooms; Cohort 2 runs on the FY2026 grant cycle. This is the most direct fit for purchasing intervention curriculum and related PD.

FOCUS Grants (Funding for Optimal Comprehensive Universal Screeners)

Supports high-quality literacy screening assessments aligned to New Jersey Literacy Framework criteria, plus related professional development and student supports; awarded to 305 districts in the first cycle with $1.95 million in continuation funding announced October 2025.

COACH Grants (Cultivating Ongoing Achievement through Coaching in Literacy)

Nearly $6 million awarded in 2025 to help 41 districts and charter schools hire or train qualified literacy coaches who lead the shift to evidence-based reading instruction and intervention.

Approved-list note: New Jersey publishes no pre-approved screener or intervention program list; instead, the New Jersey Literacy Framework sets criteria that screeners and evidence-based literacy purchases must align to.
