Blueprint for Maryland’s Future — Transitional Supplemental Instruction (TSI) for Struggling Learners
Blueprint TSI funds one-on-one and small-group instruction (groups of four or fewer) and screening and addressing literacy deficits for K-3 students below proficient in ELA; districts can direct these funds to an evidence-based reading intervention delivered by certified teachers or trained professionals. The funding is time-limited and phases down as other Blueprint components phase in.
Evidence-based supplemental instruction requirement (COMAR 13A.03.08)
K-3 students identified as at risk must receive evidence-based supplemental reading instruction aligned to their area of need; districts generally fund required intervention materials through Blueprint per-pupil funds and federal Title I/IDEA. No separate dedicated state literacy materials fund identified.
