Section 35m — Committee for Literacy Achievement / high-quality literacy materials grants (MCL 388.1635m)
Districts apply for per-pupil grant payments to purchase early literacy curricula, literacy PD, and evidence-based literacy tools or services; funding levels depend on where the chosen materials fall on the Committee for Literacy Achievement’s publicly posted rankings list, with higher-ranked materials earning larger per-pupil payments.
Section 35a — early literacy supports (MCL 388.1635a)
Funds early literacy coaches at ISDs for PreK-5 instructional support; it builds implementation capacity rather than paying for district materials, so districts pair it with 35m or federal Title I/IDEA for curriculum buys.
Approved-list note: Under Section 35m the Committee for Literacy Achievement maintains an annually posted rankings list of evaluated literacy materials, PD, and tools, and grant funding is conditioned on using ranked resources, making evaluation for the list effectively a market-access requirement.
