Oregon’s Early Literacy Success Initiative funds non-competitive, formula-based Early Literacy Success School District Grants for pre-K-3 literacy — $90 million in the 2023-25 biennium and $93 million for 2025-27. Nearly every district and eligible charter school receives an allocation, and funded activities must be grounded in the research on the science of reading and writing. Allowable uses map directly to intervention purchases: high-quality instructional materials, professional development and coaching, high-dosage tutoring, and extended learning.

The state-level programs below are the streams Oregon districts most often use for evidence-based reading intervention purchases, alongside the federal streams available everywhere.

Early Literacy Success School District Grants

Districts apply through ODE for their formula allocation and may spend it on research-aligned curricula and instructional materials (including supplemental/intervention materials), literacy PD and coaching, high-dosage tutoring, and extended learning programs for pre-K through grade 3.

Approved-list note: ODE directs grantees toward the State Board of Education’s adopted K-5 English Language Arts instructional materials list and its Early Literacy Instructional Materials Dashboard, and maintains approved provider lists for PD, coaching, and tutoring; funded materials must align with science-of-reading research.
